Russian government submits investment promotion agreement with Congo to State Duma for ratification

The Russian government has submitted to the State Duma a bill on the ratification of an intergovernmental agreement on the promotion and reciprocal protection of investments with the Republic of the Congo. The relevant resolution has been published on the Official Internet Portal of Legal Information.

“To approve the Agreement between the Government of the Russian Federation and the Government of the Republic of the Congo on the Promotion and Reciprocal Protection of Investments. <…> To submit to the State Duma of the Federal Assembly of the Russian Federation the draft federal law ‘On the Ratification of the Agreement between the Government of the Russian Federation and the Government of the Republic of the Congo on the Promotion and Reciprocal Protection of Investments’,” the document says.

The government also appointed Russian Deputy Minister of Economic Development Vladimir Ilyichev as its official representative during consideration by the chambers of parliament of the issue of ratifying the agreement.

The intergovernmental investment agreement between Russia and Congo, signed in October 2025 in Moscow and Brazzaville, provides for the promotion and creation of favourable and safe conditions in both countries and the protection of the other party’s investments on its territory, as well as admitting such investments in accordance with its legislation.

In April, Russian Deputy Prime Minister Alexander Novak said during a working visit to Congo that the implementation of joint projects between Russia and the Republic of the Congo would help deepen the partnership between the two countries.
